Programme Stream Lead
I am looking looking for a Programme Stream Lead to drive and deliver organisational change within its Corporate Payments Programme. This includes projects to upgrade our income management system to a hosted solution, and working across the Council in relation to Payment Card Industry standards. Both areas are underway and in delivery stages. Candidates should have experience of delivering IT projects relating to corporate payment systems and working within a Transformation environment, proven skills in managing multi independencies between projects and excellent relationship management skills. PCI compliance knowledge is desirable.
3 month contract – £373 a day LTD.
The purpose of the role:
To manage programme work streams, working closely with Senior Programme Managers to achieve the successful delivery of high priority Council programmes, across a range of local authority delivery services and support functions
To develop close working relationships with colleagues in complementary enabling services such as IT, HR and Finance to deliver change collaboratively
To lead key activities across the Transformation portfolio to deliver change effectively, to time, within budget and with clear benefit realisation mechanisms
To facilitate and provide creative challenge that shifts thinking and approaches to the way services are delivered.
To facilitate the growth of digital services across the business, understanding requirements, best practice and the options available for delivery through work with service areas and IT
Supporting Senior Programme Managers with stakeholder management and programme communications, ensuring key messages developed and shared
To feed into governance arrangements to ensure assurance is provided that the Transformation activity is on track and coordinated
Support the Transformation team to deliver the Council’s priority outcomes for the Borough of Enfield; Fairness for all, Growth, Sustainability and Strong Communities
Programme or Project management
Experience in managing change activity in a complex organisation, from definition through to implementation in programmes and projects.
Understanding of the importance of good Programme and Project governance in a large-scale transformation programme
Ability to influence and motivate business and support service leads to effect a positive difference to ways of working
Experience of delivering service improvement, with identifiable benefits and customer focus
– Self-confident and articulate, able to influence others to deliver results and comfortable in a fast-paced project delivery environment
– Ability to work across a range of business area simultaneously
Relevant sector experience:
Experience of managing programmes or services in Local Government or large multi-layered service organisation, and ability to deliver change, bring new insights and implement best practice.
